Time-management: day before public holiday?

In our employment regulations we specify that on a working day before public holiday the office closes at 4.00 pm. Does this mean reduced working hours? We have 8 hours working day set up in the time-management system and from time to time discussions arise whether we should change the settings and put 7 hours on days before public holidays for those who work full-time. This will however complicate the settings of the system, as we will need to do individual setup for those part-timers who work in the afternoon, etc.
